CHANGE, Inc. is a HUD-approved housing counseling agency that can offer various housing counseling services. FIRST TIME HOME BUYER PROGRAM
Services available for residents of Brooke & Hancock county
The West Virginia Northern Panhandle Home Consortium’s First Time Home Buyer program (FTHB) assists individuals and families in obtaining affordable housing within Hancock County, Brooke County, and the city of Weirton by providing down payment and closing cost assistance up to $10,000. The money is distributed on a first-come, first-serve basis in each jurisdiction, and it limited to a certain number of families per year.

WEATHERIZATION ASSISTANCE PROGRAM
Services available for residents of Brooke, Hancock, Ohio and Marshall counties
Monday -Friday: 8AM – 4PM
The Weatherization Assistance Program assists in reducing energy use for low income families by improving the energy efficiency of their homes while ensuring their health and safety.
Typical Weatherization measures include:
- Attic sealing
- Attic insulation & venting
- Dense pack sidewall insulation
- Furnace modification & retrofit
- Duct testing, repair & sealing
- Primary air sealing to blower door
standards - Water pipe insulation
- Duct insulation
- Floor insulation
- Window repair is included, but window replacement is not
EMERGENCY REPAIR & REPLACE PROGRAM
Services available for residents of Brooke, Hancock, Ohio and Marshall counties
Monday -Friday: 8AM – 4PM
CHANGE, Inc. administrates the Emergency Repair and Replace Program on behalf of the Department of Health and Human Resources.
SERVICES
This program aids households in need of emergency heat, including the repair or replacement of non-operable heating units. This program also aids households in providing portable air conditioning units.
ELIGIBILITY
Open to individuals and families living in Hancock, Brooke, Ohio and Marshall Counties that meet the following requirements:
- Must have an individual in the household that is disabled, or
- An individual that is age 60 or over, or
- A child that is age 5 years or younger
To Receive Service
Call, stop in our office, or visit our website for an application. Must submit application including intake forms, copy of photo ID, proof of income for all persons in the home receiving income (if 18 years or older and no income, must fill out no income affidavit), heating bill (gas, oil, wood, kerosene), and electric bill.
TRANSITIONAL HOUSING
Services available for residents of WV
Monday -Friday: 8AM – 4PM
The Transitional Housing Program enables victims of domestic violence and their families to obtain safe, affordable housing upon exiting a domestic violence shelter.
SERVICES
The Transitional Housing Program provides for longer term shelter for domestic violence victims and their families upon leaving the Lighthouse Domestic Violence Shelter. The housing also provides support services that assist families in the transition from emergency shelter to permanent housing. Residents are required to establish goals, meet program requirements, and work towards self-sufficiency. Victim Advocates provide residents with guidance, case management, mentoring and role modeling in order to facilitate better outcomes for the residents.
